his is being issued under the competitive 8(a) procedures. This procurement is restricted to 8(a) firms located within the geographical area serviced by the SBA Mississippi District Office and those having a bona fide place of business in Mississippi, which have been assigned NAICS code 237990 among those approved for 8(a) participation. All other firms are deemed ineligible to submit a bid. The work consists of furnishing all plant, labor, materials, equipment, appurtenances, incidentals and other items and effort required for reconstruction, as shown on and described in the cited documents, of the Grenada Lake Dam Upper Toe Ditch in Grenada County, Mississippi. Principal features of the work include, but the work required is not limited to, mobilizing and demobilizing; demolishing, removing and disposing of toe ditch concrete; excavating and removing underlying aggregate, cementitious materials and soils; hauling and stockpiling at the Government-furnished disposal area(s) concrete, materials, aggregates and soils having beneficial use to the Government; hauling and disposing off-site concrete and unsuitable materials having no beneficial use to the Government; reconstructing or adjusting proximate surface drainage and underdrainage systems; furnishing all materials; placing and compacting foundation and drainage materials; installing underdrain; performing all operations necessary for toe ditch subgrade preparation; furnishing, placing, jointing, and finishing toe ditch concrete to the grades and sections shown on the Contract Drawings; removing, replacing and reconnecting all headwalls and concrete and PVC subsurface drainage pipes removed to permit toe ditch reconstruction; protecting the environment; protecting the work during rainfall events; controlling water from any source; implementing storm water pollution prevention measures; performing grassing, solid sodding and other erosion control treatment of the areas specified; performing any associated Contractor quality control; submitting required tests and reports; adhering to submittal procedures; meeting safety requirements; providing as-built drawings; using the Government-furnished software (RMS) for electronic exchange of information and management of the contract as specified in Section 01 45 02.00 09 QUALITY CONTROL SYSTEM (QCS); and complying with all requirements of Section 01 45 05.00 09 MILESTONE COMPLIANCE REVIEW PROCEDURE (MCRP). The AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 (ARRA) is applicable to this solicitation. The value of the proposed work is between $500,000.00 and $1,000,000.00.
