RECOVERY: The USDA Forest Service, Plumas National Forest (hereafter "the Government," "the Forest Service," or "the Plumas National Forest (NF)"), announces an opportunity for Lake Davis Trail construction project using funds from the 2009 American Recovery and Reinvestment Act (ARRA). This acquisition is being advertised as FULL AND OPEN COMPETITION and any resultant firm-fixed price contract award will be issued pursuant to FAR Part 19, Subpart 19.10, Small Business Competitiveness Demonstration Program and FAR 15, Contracting By Negotiation. In accordance with FAR Part 36.204(d), the estimated magnitude of construction is between $250,000 and $500,000. The estimated contract period of performance is from June 7, 2010 to Oct 15, 2010. The applicable North American Industry Classification System (NAICS) Code is 237990. The Small Business Administration size standard is $33.5 million. Contractors are required to be actively registered with the Central Contractor Registration (CCR) system and the Online Representations and Certifications Application (ORCA). THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis, the pending solicitation or any follow up information requests. The Request for Proposal (RFP) will be posted to the FedBizOpps website on or about April 26, 2010. No hard copies of the solicitation, supporting documents and applicable amendments, if any will be provided. To receive the entire solicitation package and any applicable amendments, prospective offerors must download them from the FedBizOpps website. The contractor shall provide all management and project administration services, quality control, logistical support, vehicles, labor, equipment and materials to complete the project on time and on schedule. The scope of work for this project consists of constructing a multi-user trail approximately 2,780 meters long. Included in this project are: 104 meters boardwalk (Option for an additional 122 meters of boardwalk in Section 3), installation of Government-furnished CMPs, and two low-water crossings. This project is located adjacent to Plumas County Road 126 between the intersection with Forest Service Road 24N10 and the Lake Davis Dam. The project site is approximately 11.4 km north of Portola, CA on PC 126 (West Street). From Reno NV, travel north on US 395 35 km to the intersection of SR 70 then travel west on SR 70 37 km to Portola. From Quincy, CA, travel east on SR 70 72 km to Portola.
